Introduction & Objectives:

The Civil Defence Course is a collaboration between St. John Brigade and SCDF, to provide members knowledge in Civil Defence skills such as fire-fighting and emergency preparedness. Members will undergo both theory and practical lessons, hoping to put them into practice in times of emergency both in school and at home.

To align with the Community First Response framework, the Civil Defence course which comprised 5 modules will be streamlined into a two-tier structured programme. This structure equips responders with Emergency Preparedness skills and knowledge that matches with their expected level of response in the event of an emergency.

The content of the course is also trimmed to focus on core life-saving skills and essential emergency procedures with greater emphasis on practical hands-on engagements. This will aid participants’ understanding, improve their memory retention and most importantly, allow them to practically apply what they have learnt to help others during emergencies.

Badge Guidelines:

Attend and successfully complete the Civil Defence Course or Tier 2 Community Emergency Preparedness Programme (CEPP) organised by the Singapore Civil Defence Force.

Additional pointers to note:

1.   No fees are charged for this programme. However, please do not cancel the session with SCDF at the last minute, once the date and time slot is confirmed.

2.   Usually, the physical class at SCDF premises will either be in the morning (0900-1300) or afternoon (1400-1800). There are no exact dates given by SCDF. Therefore, please decide on your own date and email the SCDF officer 1-2 weeks in advance, to check on availability and whether they can accommodate to your preferred date and time.

3.   Please be reminded that cadets will need to complete the Tier 2 CEPP online lesson, before they are allowed to attend the Tier 2 CEPP physical practical class at SCDF premises.

Supporting Documents for Badge Applications:

At the end of the programme, schools are to apply for the Civil Defence badges through the St John portal, by attaching the Tier 2 CEEP programme certificates of the respective students as supporting documents.
