CIVIL DEFENCE (CDF/104)

Introduction & Objectives:
The Civil Defence Course is a collaboration between St. John Brigade and SCDF, to provide members knowledge in Civil Defence skills such as fire-fighting and emergency preparedness. Members will undergo both theory and practical lessons, hoping to put them into practice in times of emergency both in school and at home.
To align with the Community First Response framework, the Civil Defence course which comprised 5 modules will be streamlined into a two-tier structured programme. This structure equips responders with Emergency Preparedness skills and knowledge that matches with their expected level of response in the event of an emergency.
The content of the course is also trimmed to focus on core life-saving skills and essential emergency procedures with greater emphasis on practical hands-on engagements. This will aid participants’ understanding, improve their memory retention and most importantly, allow them to practically apply what they have learnt to help others during emergencies.
Badge Guidelines:
Attend and successfully complete the Civil Defence Course or Tier 2 Community Emergency Preparedness Programme (CEPP) organised by the Singapore Civil Defence Force.
DURING THE COVID-19 PANDEMIC:
Registration for Tier 2 CEPP - Civil Defence Badge Programme
Please be informed that Tier 2 CEPP will now be split into an online session covering the theoretical portions and a physical session which will cover the practical portions. Completing the Tier 2 online session is a prerequisite for attending the Tier 2 physical (practical) class.
Schools are to email the e-certificates attained by the cadets for the Tier 2 CEPP online portion (click here for the sample) to SCDF as part of the registration process, before they can attend the physical Tier 2 class.
Tier 1 CEPP e-learning programme (strongly encouraged by SCDF)
SCDF also strongly encourages participants to complete the Tier 1 CEPP, ‘ I am Safe’ e-learning programme at their convenience. It is a 15 minutes programme for which an e-certificate will be issued upon its completion too. This will better prepare participants to take on the Tier 2 CEPP by equipping them with basic lifesaving knowledge.

Safe Management Measures
Please also take note that due to the ongoing COVID-19 situation, SCDF will be observing a set of key Safe Management Measures (SMMs) to ensure the safety of the participants and staff.
Each class will be capped at 16 participants.
Wearing of masks is compulsory for all participants.
Anyone with a temperature more than 37.5 degrees will not be allowed to attend the CEPP class. They will be advised to see a doctor.
In addition, do take note of the following when attending CEPP at SCDF premises:
SCDF's First Aid modules are for basic awareness and do not lead to certification.
The CEPP date indicated by schools is subjected to changes in the event of any internal SCDF commitments.

Additional pointers to note:
1. No fees are charged for this programme. However, please do not cancel the session with SCDF at the last minute, once the date and time slot is confirmed.
2. Usually, the physical class at SCDF premises will either be in the morning (0900-1300) or afternoon (1400-1800). There are no exact dates given by SCDF. Therefore, please decide on your own date and email the SCDF officer 1-2 weeks in advance, to check on availability and whether they can accommodate to your preferred date and time.
3. Please be reminded that cadets will need to complete the Tier 2 CEPP online lesson, before they are allowed to attend the Tier 2 CEPP physical practical class at SCDF premises.
Action required from Schools / Districts:
At the end of the programme, schools are to apply for the Civil Defence badges through the St John portal, by attaching the Tier 2 CEEP programme certificates of the respective students as supporting documents.
