INTRODUCTION

1. The Total Defence Badge Programme aims to promote awareness of, and participation in, Total Defence among secondary school students in uniformed groups.

2. Using a series of fun, hands-on activities, we hope to help pupils internalise the Total Defence message, as well as increase their commitment to the defence of Singapore.

3. From 2018, the Total Defence (TD) Programme for Uniformed Groups (UGs) is refreshed to create more opportunities for secondary school UG cadets to participate in and lead TD-related activities within their UG, schools, and/or communities.

It will use the Appreciation, Application, and Advocacy model, with lessons designed to help cadets to gain a deeper appreciation of TD, put TD into action, and be advocates for TD as they earn the Bronze, Silver, and Gold Badges.

The refreshed 2018 edition of the programme will put greater emphasis on the changing nature of threats and challenges facing Singapore today. It also has a more flexible curriculum and will incorporate activities like the ''Guardians of the City'' TD strategy card game to create a more meaningful and immersive experience for UG cadets.


OVERVIEW OF TOTAL DEFENCE PROGRAMME

1. The Total Defence Badge Programme is divided into three levels. All students are required to complete all 3 levels in order to obtain the Total Defence Proficiency Badge under the Cadet Proficiency Badge Scheme.

2. The Total Defence Proficiency badge is one of the pre-requisites to attain the Chief Commissioner's Badge under the Cadet Proficiency Badge Scheme.

3. The structure of each of the programme is as follows:

Bronze Level (120 minutes - Secondary One)

- Recap on Total Defence

- Playing the Guardians of the City” (GOTC) TD strategy card game

- Design, present to peers, and submit a new “Action” card for the GOTC card game

Silver Level (180 minutes - Secondary Two)

- Contents of Total Defence

- Choose ONE of the two options available:

(A) Teach at least a pair of classmates how to play the GOTC card game (or equivalent)

(B) - Assist in the facilitation of gameplay of at least a pair of classmates at a GOTC gameplay session (or equivalent)

- To submit a reflection based on the chosen activity.

Gold Level (Secondary Three)

- To choose ONE of the two options available:

(A) Design and conduct a 30-minute long TD lesson (on 1 of the provided topics) for junior cadets.

(B) Initiate, plan, and execute a TD-related VIA project* that benefits the community at large (individually or in groups)

- To submit a reflection based on the chosen activity.

SUBMITTING BADGE APPLICATION

1. Schools will use the following forms for badge application. Click on the links to download the forms. All forms are now updated for use from January 2020.

- CPB-TDF (Bronze) Submission Form

- CPB-TDF (Silver) Submission Form

- CPB-TDF (Gold) Submission Form

2. Schools are to indicate clearly the date of lesson and assessment, and only candidates who passed the module.

3. The number of participants who passed the course are to be clearly stated by level and gender.

4. Submission of the forms via St John Portal (uploading as supporting document) does not require signature & school stamp.

5. There is no need to submit any other documents other than the CPB-TDF forms provided by CPB Committee, unless otherwise requested by the CPB Committee.
